Simon Gledhill and Oliver Kelham were part of a panel of five chaired by Scott Brady QC on Wednesday 20th November. The other two members were Baroness Butler-Sloss, Vice Chair of HTF and Tamara Barnett, Head of Office at HTF. Simon and Oliver provided useful insights into the operation of the modern slavery referral process for those suspected of or charged with a criminal offence, as well as the application of the section 45 defence. Baroness Butler-Sloss and Tamara highlighted the key policy issues arising from the implementation of the Act. They were interested to hear how the referral mechanism is working in reality and are keen to take issues forward by continuing to lobby the relevant agencies and departments.
